INTRODUCTION:

I will begin my 'two houses of Israel' interpretation with the reign of King David. This seems appropriate to me as it was the only time that all twelve (12) tribes were united under a righteous king.
After the death of King David, King Solomon occupied the throne of the kingdom of Israel.

This verse seems to be speaking about the End of Days or long after the Messiah was crucified.

31(For the LORD thy God is a merciful God;) he will not forsake thee, neither destroy thee, nor forget the covenant of thy fathers which he sware unto them.(KJV)

1And it shall come to pass, when all these things are come upon thee, the blessing and the curse, which I have set before thee, and thou shalt call them to mind among all the nations, whither the LORD thy God hath driven thee,(KJV)

2And shalt return unto the LORD thy God, and shalt obey his voice according to all that I command thee this day, thou and thy children, with all thine heart, and with all thy soul;(KJV)

3That then the LORD thy God will turn thy captivity, and have compassion upon thee, and will return and gather thee from all the nations, whither the LORD thy God hath scattered thee.(KJV)

Our heavenly Father will come get us after HE returns.

4If any of thine be driven out unto the outmost parts of heaven, from thence will the LORD thy God gather thee, and from thence will he fetch thee:(KJV)

5And the LORD thy God will bring thee into the land which thy fathers possessed, and thou shalt possess it; and he will do thee good, and multiply thee above thy fathers.(KJV)

Our heavenly Father will come get us.

9'Associate yourselves, O ye people, and ye shall be broken in pieces; and give ear, all ye of far countries: gird yourselves, and ye shall be broken in pieces; gird yourselves, and ye shall be broken in pieces.' (KJV)

10'Take counsel together, and it shall come to nought; speak the word, and it shall not stand: for God is with us.' (KJV)

11'For the LORD spake thus to me with a strong hand, and instructed me that I should not walk in the way of this people, saying,' (KJV)

12'Say ye not, A confederacy, to all them to whom this people shall say, A confederacy; neither fear ye their fear, nor be afraid.' (KJV)

13'Sanctify the LORD of hosts himself; and let him be your fear, and let him be your dread.' (KJV)

This happens AFTER YHWH punishes Assyria.

21'The remnant shall return, even the remnant of Jacob, unto the mighty God.' (KJV)

22'For though thy people Israel be as the sand of the sea, yet a remnant of them shall return: the consumption decreed shall overflow with righteousness.' (KJV)

10'And in that day there shall be a root of Jesse, which shall stand for an ensign of the people; to it shall the Gentiles seek: and his rest shall be glorious.' (KJV)

11'And it shall come to pass in that day, that the Lord shall set his hand again the second time to recover the remnant of his people, which shall be left, from Assyria, and from Egypt, and from Pathros, and from Cush, and from Elam, and from Shinar, and from Hamath, and from the islands of the sea.' Is this verse referring to the second exodus?

12'And he shall set up an ensign for the nations, and shall assemble the outcasts of Israel, and gather together the dispersed of Judah from the four corners of the earth.' (KJV)

13'The envy also of Ephraim shall depart, and the adversaries of Judah shall be cut off: Ephraim shall not envy Judah, and Judah shall not vex Ephraim.' (KJV)

14'But they shall fly upon the shoulders of the Philistines toward the west; they shall spoil them of the east together: they shall lay their hand upon Edom and Moab; and the children of Ammon shall obey them.' (KJV)

15'And the LORD shall utterly destroy the tongue of the Egyptian sea; and with his mighty wind shall he shake his hand over the river, and shall smite it in the seven streams, and make men go over dryshod.' (KJV)

16'And there shall be an highway for the remnant of his people, which shall be left, from Assyria; like as it was to Israel in the day that he came up out of the land of Egypt.' (KJV)

Is this a reference to the Day of Trumpets?

12'And they that shall be of thee shall build the old waste places: thou shalt raise up the foundations of many generations; and thou shalt be called, The repairer of the breach, The restorer of paths to dwell in.' (KJV)

The 'repairer of the breach'.

7I will mention the lovingkindnesses of the LORD, and the praises of the LORD, according to all that the LORD hath bestowed on us, and the great goodness toward the house of Israel, which he hath bestowed on them according to his mercies, and according to the multitude of his lovingkindnesses.(KJV)

The Messiah was the Saviour of the House of Israel.

8For he said, Surely they are my people, children that will not lie: so he was their Saviour.(KJV)

14'Turn, O backsliding children, saith the LORD; for I am married unto you: and I will take you one of a city, and two of a family, and I will bring you to Zion:' (KJV)

15'And I will give you pastors according to mine heart, which shall feed you with knowledge and understanding.' (KJV)

18'In those days the house of Judah shall walk with the house of Israel, and they shall come together out of the land of the north to the land that I have given for an inheritance unto your fathers.' (KJV)

The two houses

10"They are turned back to the iniquities of their forefathers, which refused to hear my words; and they went after other gods to serve them: the house of Israel and the house of Judah have broken my covenant which I made with their fathers. " (KJV)

Is this is a reference to the house of Israel and the house of Judah?

31'Behold, the days come, saith the LORD, that I will make a new covenant with the house of Israel, and with the house of Judah: ' (KJV)

A new covenant. The Beginning of the Brit Hadasha.

32'Not according to the covenant that I made with their fathers in the day that I took them by the hand to bring them out of the land of Egypt; which my covenant they brake, although I was an husband unto them, saith the LORD:' (KJV)

YHWH's people broke the original covenant.

Is he referring to Pesach/Passover in this verse?

7'And I will cause the captivity of Judah and the captivity of Israel to return, and will build them, as at the first.' (KJV)

24"Considerest thou not what this people have spoken, saying, The two families which the LORD hath chosen, he hath even cast them off? thus they have despised my people, that they should be no more a nation before them." (KJV)

This verse seems to indicate that YHWH will take the children of the 10 lost tribes which were dispersed by the Assyrians and bring them back to the land of Israel/Yisr'ĕl.

22'And I will make them one nation in the land upon the mountains of Israel; and one king shall be king to them all: and they shall be no more two nations, neither shall they be divided into two kingdoms any more at all.' (KJV)

23'Neither shall they defile themselves any more with their idols, nor with their detestable things, nor with any of their transgressions: but I will save them out of all their dwellingplaces, wherein they have sinned, and will cleanse them: so shall they be my people, and I will be their God.' (KJV)

24'And David my servant shall be king over them; and they all shall have one shepherd: they shall also walk in my judgments, and observe my statutes, and do them.' (KJV)

25'And they shall dwell in the land that I have given unto Jacob my servant, wherein your fathers have dwelt; and they shall dwell therein, even they, and their children, and their children's children for ever: and my servant David shall be their prince for ever.' (KJV)

26'Moreover I will make a covenant of peace with them; it shall be an everlasting covenant with them: and I will place them, and multiply them, and will set my sanctuary in the midst of them for evermore.' (KJV)

This is a key indicator of when this prophecy has come true. When YHWH's santuary is in the midst of the children of Israel/Yisr'ĕl for evermore.

27'My tabernacle also shall be with them: yea, I will be their God, and they shall be my people.' (KJV)

28'And the heathen shall know that I the LORD do sanctify Israel, when my sanctuary shall be in the midst of them for evermore.' (KJV)

This is a key indicator of when this prophecy has come true. When YHWH's santuary is in the midst of the children of Israel/Yisr'ĕl for evermore.

Did YHWH destroy all the existing house of Israel/Yisr'ĕl like he did during the forty (40) years in the desert?

25'Therefore thus saith the Lord GOD; Now will I bring again the captivity of Jacob, and have mercy upon the whole house of Israel, and will be jealous for my holy name;' (KJV)

What is the captivity of Jacob/Ya'aqob?

26'After that they have borne their shame, and all their trespasses whereby they have trespassed against me, when they dwelt safely in their land, and none made them afraid.' (KJV)

27'When I have brought them again from the people, and gathered them out of their enemies' lands, and am sanctified in them in the sight of many nations;' (KJV)

YHWH is talking about the house of Israel/Yisr'ĕl in this passage and not the house of Judah/Yahudah.

28'Then shall they know that I am the LORD their God, which caused them to be led into captivity among the heathen: but I have gathered them unto their own land, and have left none of them any more there.' (KJV)

29'Neither will I hide my face any more from them: for I have poured out my spirit upon the house of Israel, saith the Lord GOD.' (KJV)

YHWH will pour out HIS spirit on the house of Israel/Yisr'ĕl.

3'And he shall judge among many people, and rebuke strong nations afar off; and they shall beat their swords into plowshares, and their spears into pruninghooks: nation shall not lift up a sword against nation, neither shall they learn war any more.' (KJV)

7'And the remnant of Jacob shall be in the midst of many people as a dew from the LORD, as the showers upon the grass, that tarrieth not for man, nor waiteth for the sons of men.' (KJV)

8'And the remnant of Jacob shall be among the Gentiles in the midst of many people as a lion among the beasts of the forest, as a young lion among the flocks of sheep: who, if he go through, both treadeth down, and teareth in pieces, and none can deliver.' (KJV)

Moses prophesies that the children of Israel will perish from off the Holy Land.

58"If thou wilt not observe to do all the words of this law that are written in this book, that thou mayest fear this glorious and fearful name, THE LORD THY GOD;" (KJV)

63"And it shall come to pass, that as the LORD rejoiced over you to do you good, and to multiply you; so the LORD will rejoice over you to destroy you, and to bring you to nought; and ye shall be plucked from off the land whither thou goest to possess it." (KJV)

64"And the LORD shall scatter thee among all people, from the one end of the earth even unto the other; and there thou shalt serve other gods, which neither thou nor thy fathers have known, even wood and stone." (KJV)

Moses warns the children of Israel that they will plucked from the Holy Land and scattered among the nations if they disobeyed.

17"Therefore thus saith the LORD; Ye have not hearkened unto me, in proclaiming liberty, every one to his brother, and every man to his neighbour: behold, I proclaim a liberty for you, saith the LORD, to the sword, to the pestilence, and to the famine; and I will make you to be removed into all the kingdoms of the earth." (KJV)

Jeremiah admits that the people transgressed the covenant and were scattered.

22"Behold, I will command, saith the LORD, and cause them to return to this city; and they shall fight against it, and take it, and burn it with fire: and I will make the cities of Judah a desolation without an inhabitant." (KJV)

YHWH dispersed the people through the countries because of what they did wrong.

7"We have dealt very corruptly against thee, and have not kept the commandments, nor the statutes, nor the judgments, which thou commandedst thy servant Moses." (KJV)

8"Remember, I beseech thee, the word that thou commandedst thy servant Moses, saying, If ye transgress, I will scatter you abroad among the nations:" (KJV)

Nehemiah admits that the people transgressed the covenant and were scattered.

The Return To The Holy Land:

29"But if from thence thou shalt seek the LORD thy God, thou shalt find him, if thou seek him with all thy heart and with all thy soul." (KJV)

This promise is conditional on their turning to YHWH and being obedient.

7"Alas! for that day is great, so that none is like it: it is even the time of Jacob's trouble, but he shall be saved out of it." (KJV)

10"Therefore fear thou not, O my servant Jacob, saith the LORD; neither be dismayed, O Israel: for, lo, I will save thee from afar, and thy seed from the land of their captivity; and Jacob shall return, and shall be in rest, and be quiet, and none shall make him afraid." (KJV)

11"For I am with thee, saith the LORD, to save thee: though I make a full end of all nations whither I have scattered thee, yet I will not make a full end of thee: but I will correct thee in measure, and will not leave thee altogether unpunished." (KJV)

3 - YHWH will bring back Israel and Judah to the Holy Land and they will possess it.
7 - This event will take place during the time of Jacob's trouble.
9 - YHWH's people will serve HIM and David their king, who YHWH will provide.
10 - When YHWH brings HIS people back to the land, they shall be in rest, and be quiet, and none shall make him afraid.
11 - YHWH will correct HIS people after HE brings them back to the Holy Land.

60Nevertheless I will remember my covenant with thee in the days of thy youth, and I will establish unto thee an everlasting covenant." (KJV)

61Then thou shalt remember thy ways, and be ashamed, when thou shalt receive thy sisters, thine elder and thy younger: and I will give them unto thee for daughters, but not by thy covenant." (KJV)

62And I will establish my covenant with thee; and thou shalt know that I am the LORD:" (KJV)

63That thou mayest remember, and be confounded, and never open thy mouth any more because of thy shame, when I am pacified toward thee for all that thou hast done, saith the Lord GOD." (KJV)

23"And I will sanctify my great name, which was profaned among the heathen, which ye have profaned in the midst of them; and the heathen shall know that I am the LORD, saith the Lord GOD, when I shall be sanctified in you before their eyes." (KJV)

24"For I will take you from among the heathen, and gather you out of all countries, and will bring you into your own land." (KJV)

25"Then will I sprinkle clean water upon you, and ye shall be clean: from all your filthiness, and from all your idols, will I cleanse you." (KJV)

23 - The heathen will know who YHWH is when HE is santified before the eyes of HIS people.
24 - YHWH will take HIS people from among the heathen and gather them out of all countries and bring them into their own land.
25 - YHWH's people will be cleansed of all their filthiness and idols.
27 - YHWH will cause HIS people to walk in HIS statutes and judgements.

9"But if ye turn unto me, and keep my commandments, and do them; though there were of you cast out unto the uttermost part of the heaven, yet will I gather them from thence, and will bring them unto the place that I have chosen to set my name there." (KJV)

A conditional promise that IF the children of Israel turn to YHWH AND keep HIS commandments, YHWH will bring them back to the holy land.
